A bug in the very first quest - when trying to destroy the radio jammer on the roof, it continiously restores HP.
I tried new char - same problem.
Tried to reenter location - same problem.

OK, the problem was that the "tutorial helper message" was shown in one line and streched outside the visibility - so I could not read that I have to shoot those jammer with different types of aiming.

A screenshot of the issue would help the developers to understand the problem better and fix it.
